<p>The Problem is that the proposed reforms r not covered by the treaty and that an amendment is necessary if u dont want to risk a declaration of void. However, it seems that Politics cannot deal with a lot of Problems at the same time. So I would see the Reforms as a mere Placebo... At least we have some political will in the short or middleterm to reduce the debts.</p>
