The March of Refugees towards a Europe of Rights

That thousands of refugees moving from Budapest to the Austrian border, on the way to Germany, and that images of Hungarians offering food and comfort to the refugees give us hope of a welcoming Europe, dissimilar from the cruel and indifferent one who has shown off on televisions during the last months.

Ventotene Seminar : Speech on Spinelli

The idea of an institutional reform of the Communities towards a federal model through a constituent procedure (i.e. through a directly elected assembly or a European Parliament decision) was not born within Spinelli’s first project. It occurred to him after the Ventotene Manifesto of 1943 and the creation of the MFE Movimento Federalista Europeo (European Federalist Movement), it was then discussed in a Congress at The Hague in 1948, and finally launched by the UEF in November 1950 in Strasbourg, just six months after the Schuman Declaration (9th of May 1950).

The Europe as we have known it for the last sixty years has ended up on the 27th of June 2015. The aetiology of his fall is already history, not politics any more : it would have been worthwhile to deepen it before all this has happened, but the "narrow -view” Europe has inevitably lost another occasion.
